ISV Resolute Dominion Brings the Light of the Imperium to a Divided World

In the uncharted expanse of the Ilvaris Reach, beyond the furthest boundaries of settled Imperial space, the Imperium’s sacred mission of dominion and enlightenment bore witness to a world standing at the crossroads of fate. The ISV Resolute Dominion, flagship of the Imperial Expeditionary Fleet, under the command of the venerable Lord-Admiral Varcen Iltharios, entered the system beneath full ceremonial formation and assumed orbit above a planetary body now designated Zathara. There, beneath a veil of cloud and industrial haze, an entire civilization turned unknowingly beneath the gaze of the Imperium.
What began as a standard celestial survey soon became a moment of epochal significance. The world was inhabited, its surface marked by vast cityscapes whose lights flickered dimly through the polluted atmosphere, monuments to a civilization advanced enough to reach beyond its skies, yet too divided to master its own destiny. Orbital scans revealed widespread electromagnetic transmissions, primitive satellite constellations, decaying industrial networks, and the unmistakable scars of internal conflict. Across continents, borders burned, cities starved, and rival governments exhausted themselves in ceaseless struggle. It was a world grasping for the stars while crumbling beneath the weight of its own misguided governance.
In accordance with Imperial Doctrine and the ancient protocols governing contact with lesser civilizations, first contact was initiated. Signals were transmitted in peace, Imperial envoys were prepared, and the banners of the Throne were made visible above the world for the first time. The Imperium had arrived. The long isolation of Zathara had ended, and the moment had come for these lost children of the void to witness the true power, order, and promise of civilization.
A World Begging for Order
Upon descent, the Imperial delegation was met with a scene of striking and undeniable contrast. In the streets below, the Zatharan citizenry, tired, malnourished, and oppressed by the failures of their own fractured institutions, gathered in vast numbers before the landing force. Many knelt upon the worn stone and broken pavement, whispering prayers of reverence as the banners of the Imperium passed above them. Their jewel-like eyes, dimmed by hunger and generations of uncertainty, shone with something long absent from their world: hope.
Yet, despite the desperate cries of the people and the visible collapse of the order they claimed to preserve, their so-called leaders remained defiant.
Gathered within the crumbling halls of their failing council, the governing bodies of Zathara, divided among rival factions and already at war with themselves, refused Imperial guidance. They denounced the arrival of the Imperium as an intrusion and clung to the hollow language of sovereignty and self-determination, even as their streets burned, their industries failed, and their citizens starved beyond the guarded walls of their chambers.
They spoke of freedom while their people lived in fear. They spoke of independence while their world descended into ruin. They claimed to defend the will of Zathara, yet would not look upon the suffering outside their doors.
It was the people themselves, not their leaders, who spoke the true will of this world.
The Address of Lord-Admiral Varcen Iltharios: A New Dawn Rises

Standing before a grand assembly of kneeling Zatharans, the Lord-Admiral, clad in the resplendent regalia of his station and framed beneath the unfurled banners of the Imperium, delivered a proclamation that would echo across history. His voice carried over the gathered multitude, amplified through the streets and transmitted across the world:
“People of Zathara, behold! We are the Imperium! The guiding light of civilization, the custodians of order, the bearers of a destiny unbroken by time, distance, or ignorance. We have walked the path upon which you now falter. We have endured division, uncertainty, and ruin, and from them we emerged as the sovereign architects of fate itself.
I have seen your world from the heavens. I have seen your cities, your fractured nations, and your leaders who squabble like blind men upon the edge of an abyss. I have seen the fires that consume your streets, the fields that lie barren, and the halls of power where words are offered in place of action.
And I have seen you, the forsaken, the forgotten, and the unheard, who suffer beneath their rule. I have heard your voices crying out for salvation, for dignity, and for a firm hand to lift you from the squalor of indecision. You have endured hunger while your rulers feast. You have endured war while they debate. You have endured despair while they speak to you of patience.
And yet, those who call themselves your rulers stand against you. They refuse order. They refuse progress. They refuse salvation. They choose, instead, the slow death of their people over the promise of a grander future. They would preserve their own failing authority even as the world beneath them collapses.
I ask you now: Is this the fate you desire? Will you remain chained by the weak, governed by those who would sooner watch you starve than see their own incompetence laid bare? Will you continue to surrender your future to men who possess neither the strength to lead nor the wisdom to yield?
The Imperium offers you another path. It is a path beyond the failures of democracy, beyond the illusion of choice that has led you only to division, suffering, and ruin. Take this path, and you will know prosperity. You will know unity. You will know strength. You will stand not as subjects of a dying world, but as citizens of a civilization without equal among the stars.
Rise now, and claim your birthright among the heavens! Cast aside the chains of weakness and step forward into the order that awaits you. The Imperium does not conquer. It enlightens. It does not diminish. It elevates. And those who kneel before it shall rise to greatness!”
A thunderous silence followed, a moment in which time itself seemed to hold its breath. Across the great assembly and throughout the surrounding streets, the people knelt lower. Some wept openly, overcome by the promise placed before them, while others raised their voices in words unfamiliar to Imperial ears. The chant spread from one district to another until it became a single, reverberating cry, later translated by Imperial linguists as: “Deliverance has come.”
But not all welcomed fate’s hand.
Even as the Zatharan people wept with hope, their leaders responded with indignation, stubbornness, and open contempt. Seated within their decaying chambers, these fools, these so-called “representatives” of the people, denounced the Imperium’s presence. Their feeble voices trembled beneath the weight of their own irrelevance, yet they continued to speak as though the authority of their broken institutions remained unquestioned.
High Chancellor Ssa’zhyrrax Vethiss, the gaunt and hollow-eyed leader of the Federal States of Vaskor, spoke on behalf of the planet’s embattled ruling caste. His voice was firm, yet beneath its rehearsed defiance lay the unmistakable strain of desperation.
“We, the sovereign governments of Zathara, reject the so-called ‘guidance’ of the Imperium of Astergea. Our world is not yours to claim, and our people are not yours to govern. While we acknowledge the hardships we face, we maintain our right to self-determination. We will not bow to foreign rulers, nor will we allow outside forces to dictate the future of our planet.
Return to your ships, Lord-Admiral, and leave our world as you found it.”
The arrogance was astounding.
This was a ruler whose cities burned, whose people starved, and whose government commanded little beyond the crumbling walls of its own chamber. Yet he spoke of sovereignty as though the word alone could feed the hungry, silence the guns, or restore dignity to those abandoned beneath his rule.
Despite their defiance, despite their denial, the truth was evident for all to see. Beyond the guarded halls of government, the citizens cried out, not for democracy, but for deliverance. They did not plead for the preservation of the old order. They called for the arrival of something greater.
The Imperium’s Verdict: The Chains Shall Be Broken

As it stands now, the Imperial Throne weighs its judgment. Negotiations have ended. The people have made their choice, the failures of their rulers have been laid bare, and the Imperium has spoken with a single voice: Order shall not be denied.
Even now, Imperial specialists descend upon Zathara, assessing the scale of the suffering, the depth of political collapse, and the extent of intervention required to restore stability. Military planners survey the fractured borders. Engineers study the failing infrastructure. Medical detachments prepare to enter districts long abandoned by the governments that claim to rule them. The gears of civilization have begun to turn, and where they meet resistance, they shall grind it to dust.
Let the rulers of Zathara gaze upon their burning cities and know this: either they shall surrender the chains of the people willingly, or the Imperium shall break those chains in its own way. They may yield to order with dignity, or they may cling to their fading authority and be swept aside by the forces of history.
And when the banners of the Imperium rise over this world, when the streets are safe once more, when the fields bloom again and the poisoned skies begin to clear, when famine is but a memory and war has become an impossibility, the people of Zathara shall look back upon this hour and understand the truth.
The Imperium did not take this world.
The Imperium saved it.
Glory to the Imperium. Glory to Order. Glory to Civilization.
